67 -- FRAMING CAMERA SYSTEM SOL N68936-98-R-0127 POC Maggie Green, Contract Specialist, (760) 939-4274 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N68936-98-R-0127 is being issued as a Request for Proposal with a SIC Code of 3861. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03 and DAC 91-12. The Naval Air Warfare Center Weapons Division (NAWCWPNS) intends to procure on a Full and Open Competition basis one (1) each framing camera system with the following specifications: (1) Minimum 6 channels framing, rates up to 100 million fps;(2) With/without streak channel, rates to 1 nanosec/mm; (3) -10 meter f/o cable; (4) -60-300 mm lens, camera compatible; (5) control computer, two (2) monitors, Control and Image analysis software, PC/Camera interface card, power cable, manual, transit case; (6) 100 meter f/o cable; (7) compatible printer (domestic) 1440 x 70 dpi; (8) lens, camera compatible, 50 mm fl.4; (9) lens, camera compatible, 105 mm fl.8; (10) lens, camera compatible, 80-200 mm fl 2.8; (11) long working distance microscope (domestic) up to 10X Mag with 6-8 inch working distance; (12) SVR laser trigger including mounting hardware and tripod; (13) high power flash lamp (domestic) 600 Joules, 1.5 millisec duration. Non-rugged; (14) Heavy duty camera tripod (domestic) designed for ballistic range application, pan, tilt; including quick release dove tail assembly; (15) universal pillar stand camera mounts for indoor lab use. Must support camera from 0.3 to 1.7 meters elevation, including tilt head; (16) cross slide attachment for pillar stand to support camera system for fine x-y adjustments. The complete system shall be delivered to NAWCWPNS, China Lake, CA by 30 September 98. FOB Destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, is applicable. The specific evaluation criteria included in paragraph A of 52.212-2 are technical capability of the item offered to meet Government requirements, past performance and price. Offerors are required to include a completed copy of the provisions at FAR clause 52.212-3 and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items is applicable.
