The Social Security Administration (SSA) is seeking vendors who can provide software that can be used to develop electronic forms and form applications to replace paper forms and associated processing. It will be used to develop electronic forms that look the same as existing paper forms and allow users to fill in the form on-line and save the data entered by the user. The software must meet the following mandatory requirements: (1) The software package must be field proven with a proven track record and a large installed base. That is, it must be commercially available and in production use in organizations with thousands of users at distributed locations. The SSA must be able to contact existing users. Software that is in BETA testing or in development is not acceptable; (2) The software package must provide forms design, forms development, and forms fill-in functionality; (3) The application must operate on a Windows NT 4.0 or Windows 95 workstation attached to a Windows NT 4.0 network operating system; (4) The software package must allow forms design that re- creates the look and feel of paper forms, operates in a graphical design environment, incorporates commonly used Windows objects (e.g., list boxes, command buttons) plus forms-specific objects, performs automatic calculations based on the values of other fields on the form or values in a database, allows field formatting through masks, provides conditional tabbing options to allow users to fill in forms with a minimum of effort, incorporates lookup and validation tables, provides scrollable text and table objects for viewing large amounts of data, and provides customized field help for users; (5) The software package must provide forms application development capability including these features: a scripting language that is syntactically equivalent to Microsoft's Visual Basic with extensions for forms and data functions; the ability to customize the user interface by changing menus, toolbars, and screens; the ability to develop custom dialog boxesand functions; re-usable resources including custom menus and toolbars; access to Windows functions available through documented API's; OLE 2.0 support; automatic routing of forms information via Microsoft Exchange and Lotus cc:Mail; ability to register forms in Microsoft Exchange Servers; database functionality that must include support for common desktop data structures including dBase and comma delimited ASCII as well as any ODBC-compliant databases, automatically generate forms from existing databases, and automatically create databases from form fields; allow for other applications to access the functionality of the electronic forms software; provide the capability to be programmed in such a way as to support the visually impaired adaptive hardware/software used with SSA's IWS/LAN workstations with a minimum of SSA effort by following standard Windows conventions and using standard Windows objects and providing the user the option of data entry via keystroke for every action provided by a menu, dialog box or other mouse action; (6) The software package must provide form fill-in capability that provides a means for printing blank forms or complete forms and data, operates normally on a Microsoft Windows NT 4.0 workstation, allows for easy editing of data, provides for easy navigation between fields, pages, and forms, and allows digitally signing and encrypting data using Microsoft's Entrust security model. In addition, the vendor must provide: full documentation that is currently available (including electronic versions with the right to modify and reproduce); information about existing training programs and courses for developers and end users; customer support for immediate consultation on technical problems/issues (7:00 am to 7:00 pm EST, Monday through Friday); and access to a repository of existing standard government forms that have been developed using the vendor's electronic forms software. Any responsible organization possessing the requisite expertise and resources are invited to submit informationconcerning their capabilities, experience, and other pertinent data (including GSA contract information) within 15 calendar days from the publication date of this notice. Any literature or information submitted as a response to this notice must contain enough information attesting to the capability of a product offered to meet the stated requirements. Only written responses will be accepted (no FAXED responses nor e-mail responses). The Government does not intend to pay for any information provided. This is a request for information only -- THIS IS NOT A REQUEST FOR PROPOSALS. Requests for a solicitation will not be honored or acknowledged.
