Control and Prevention intends to negotiate with and award a contract
to The University of Washington School of Medicine. The award will be
made on a sole source basis for professional services to conduct a
statistical analysis of HIV genetic sequence data from existing CDC
data collection. From a previous study, genetic sequencing on a well
characterized collection of specimens was collected from HIV infected
individuals in public health clinics and blood centers in the United
States. To date, sequencing has been done on 100 specimens. The
requirement necessitates a vendor who shall perform in-depth analysis
of data from the 100 sequenced specimens. In the absence of cohort
information the vendor shall: Develop summary and descriptive
statistics to provide a complete picture of nucleotide variability;
Predict the putative cohort structure using different methods; Provide
estimates on the growth of the epidemic using coalescent methods. In
the presence of cohort information the vendor shall: Develop summary
and descriptive statistics in order to provide a complete picture of
nucleotide variability between cohorts; Analyze congruence between
group structure and predicted group structure; Conduct coalescent
analysis to estimate the rate of transmission between cohorts and the
migration rates. Other analysis require identification of putative
recombinants using existing and novel methods and identification of the
rate of recombination using coalescent methods. The period of
performance for the proposed contract is not to exceed six months from
date of award. Other than full and open competition is authorized
pursuant to 41 U.S.C. (253 (c) (1). Minimum qualifications of
prospective offerors shall be: Previous participant in laboratory
studies and analysis of CDC's HIV specimens; Access to specimen data
and the ability to site specific data necessary to answer research
questions; Advanced degrees in clinical, laboratory and/or social
sciences coupled with previous experience in conducting similar
analysis. Due to the urgency of this requirement, prospective offerors
will have 15 days from the date of synopsis to submit capability
statements which shall define ability to provide services identified
herein. Capability statements shall be mailed or faxed to Anne A.
Wright at address listed in (7) seven, above. Such qualifications will
be used solely for the purpose of determining whether to conduct a
competitive procurement. No solicitation exist and request for such
