In pursuit of this objective, we are requesting industry comment on the contents of the START Statement of Work (SOW). Please review the SOW and identify any perceived restrictive requirements or barriers which may inhibit competition. Comments on restructuring the SOW to foster the maximum degree of competition are encouraged. Please indicate whether your company would consider bidding on this requirement and, if not, how the SOW might be restructured to encourage the maximum degree of competition. Please be specific in your comments and responses. Comments on the START SOW should identify any perceived ambiguities or inconsistencies. Questions or comments relating to the meaning or clarification of specific tasks under the SOW are also welcome. The government does not intend to award a contract on the basis of this Request for Information (RFI), nor resulting from this RFI. This RFI does not constitute an Invitation for Bid or Request for Proposal.
