NAWCTSD IS REQUESTING INFORMATION ON COTS CURRICULUM DEVELOPMENT SOFTWARE (SAME AS AIM II) The Naval Air Warfare Center Training Systems Division (NAWCTSD) is seeking Commercial Off The Shelf (COTS), Curriculum Development Software that provides the same functionality, reports and instructional products as the Authoring Instructional Materials (AIM II) Versions presently under development and or use by the Government. This request is for information only, to enable the Government to assess the market for the availability and feasibility of Commercial Off The Shelf (COTS) curriculum development product(s) as an alternative to the Authoring Instructional Materials II (AIM II) software. NO SOLICITATION WILL RESULT FROM THE INFORMATION REQUESTED. AIM is a relational database centered set of applications that automate significant portions of the curriculum development process, provides a library of reusable instructional materials, and provides configuration management of approved curriculum. Three different sets of software comprise the AIM family, supporting two primary approaches to trainingmaterials development and implementation used in the U.S. Navy. AIM and AIM I support a Personnel Performance Profile (PPP) and a Training Path System (TPS) based approach to curriculum development. AIM II implements a task-based methodology that is compatible with a broader range of curriculum needs in the Navy and other educational institutions. All three programs use formal training materials and training management products in electronic and hardcopy form. Using Relational Database Management System (RDBMS) capabilities, the AIM program provide auto-generation and "Enter Once and Use Many" features and a means to rapidly update training materials to satisfy changing educational requirements, thus significantly reducing the time and cost of developing and maintaining training courses. AIM I operates in Windows GUI environment using Microsoft Access. AIM II operates in the Windows 95 environment. The AIM programs conform to MIL-PRF-29612 and implements the format and production standards described in MIL- STD- 1379. The AIM programs adhere to the procedures defined in the NAVEDTRA 130 Series Manuals. For the purposes of this announcement the Government is seeking information for only AIM II capabilities. AIM II is Tasked Based formatted to MIL-STD-1379D and NAVEDTRA 130 and operates in the Microsoft Windows environment using Microsoft Access Graphical User Interface (GUI). AIM II develops training materials for use in a group paced instructor-led training environment and is not a form of Computer Based Training (CBT). AIM II supports six (6) phases of the Instructional Systems Development (ISD) process; The Planning Phase, Analysis Phase, Design Phase, Development Phase, Implementation Phase, and Evaluation Phase. The Planning Phase provides a Training Project Plan, and defines resource requirements. The Analysis Phase provides PPP, Training Path System, Training Path Chart, Training Level Assignments, and Course Training Task List data. The Design Phase provides Learning Objectives, Course and Topic Outlines, Course Master Schedule, Training Course Control Document, Test development, and Curriculum Outline of Instruction. The Development Phase (Connection to Integrated Electronic Technical Manuals (IETM) databases) provides a Lesson Plan, and Trainee Guide. The Implementation Phase provides the final Training Materials. The Evaluation Phase provides for training curriculum surveillance and maintenance. AIM supports both the development of new training materials and the transfer of existing materials into its relational database. The site using AIM are afforded unlimited use of the software with no limits or restrictions on the number of users at a site. AIM fully supports Logistics Support Analysis Records and the Instructional Systems Development Decision Support System front-end analysis tool. All information should include, as a minimum, the following in MSWord Format 6.0/7.0: (1) Narrative description of current and previous application programs and tasks performed that accomplish the functionality described above; (2) Specific technical expertise in the areas of MIL-PRF-29612, MIL-STD-1379D and NAVEDTRA 130 Series manuals as pertinent to above; (3) Explanation of the Operating System requirements as well as technical implementation requirements for any similar applications.
