Box 2004, Rock Island, Illinois 61204-2004, 309-794-5239 is seeking expression of interest in the assumption of ownership, operation, and maintenance of the Rock Island Arsenal Utilities Systems, including electrical, natural gas, wastewater, potable water, and coal-fired central heating plant. Interested sources should have the capital, resources, and background/experience to own, maintain, and operate one or more of these systems. No formal acquisition/contracting actions are immediately forthcoming. The solicitation number assigned to this notice is for tracking purposes only at this time. This determination of interest is one component required to complete a systematic evaluation of these systems for potential privatization under the Department of Army's Utilities Privatization Program. Interested sources should provide a statement of interest on company letterhead (not to exceed four pages in length), along with a general statement of their capabilities and experience in the ownership, operation, and maintenance of similar systems, and their familiarity with compliance procedures and regulation of the Illinois Department of Natural Resources, U.S. Environmental Protection Agency, Illnois Environmental Protection Agency, and the Illinois State Commerce Commission, no later than June 12, 1998.
