The project consist of the construction of a 380-foot long rock breakwater, dredging to widen an existing turning basin, and the installation of two mooring dolphins. The estimated cost of the proposed project is between $1,000,000.00 and $5,000,000.00. Proposal evaluation will be based on price and the technical proposal. Technical evaluation factors are as follows: 1) Experience in successfully completing construction of similar magnitude and complexity. 2) Experience in successfully competing construction projects in American Samoa 3) Experience in and knowledge of Corps of Engineers and Department of Defense construction contract procedures 4) Availability of experienced and highly qualified managerial and technical personnel in Contractor Quality Control. 5) Availability of experienced and highly qualified managerial and technical personnel in construction contract administration 6) Ownership of and/or ready access to facilities and equipment required for performance of the project 7) Record of performances as to time and reliability. 8) Record of performance as to quality.
