Code 1731. General Services Administrations is solicitation proposals
for Fire Alarm System Upgrade for the U.S. Courthouse, Fort Worth, TX,
Solicitation No. GS-07P-98-HUC-0056 Project No. RTX00462 Point of
contact, Kathy Munn, 817/978-7085, Contracting Officer. Work will
include, but is not limited to the installation of an analog,
addressable fire alarm system including manual pull stations, smoke
detectors for elevator recall, audio-visual notification devices, and
sprinkler system monitoring devices. Contractor will be responsible for
installation of all conduit and wiring. System shall be wired Class
"A". Installation shall meet all codes, standards required by the
General Services Administration. Estimated cost range is $25,000 to
$100,000. The project is being procured using informal source selection
procedures, which will result in a firm fixed-price award to the
offeror which provides the "greatest value" to the Government, with
technical ability being more important than price. The term "similar
projects" shall be defined for evaluation purposes as installation of
an analog, addressable fire alarm system (three stories or greater, not
including basement) office buildings, court facilities or a combination
thereof, which were at least 50 percent occupied and functioning in
their intended purpose during construction, were similar in dollar
range to this procurement and were completed within the past 5 years.
The evaluation factors are, in descending order of importance:
(1)Technical experience. Subfactors for Technical experience will be
(a) experience and past performance of offeror, (b) experience and past
performance of key personnel (project manager and on-site
superintendent). This factor considers the quality of the offerors past
performance in carrying out work of a similar nature with references to
such considerations as timeliness, technical success and completion
within budget. (2) Delivery Schedule. This factor considers the likely
success of the proposed schedule for this project. Timely and prompt
completion are critical on this project. Technical evaluation will be
based on responses to the questionnaire which will be a part of the
Request for Proposals. Award of this contract is contingent upon
successful negotiations of a reasonable price. However, award may be
made without discussions. A pre-proposal conference/walk-thru will be
conducted on June 3, 1998, beginning at 10:00 a.m., Room 12A27, 819
Taylor Street, Fort Worth, TX. Solicitation date is on or about May 22
1998, with receipt of proposals due on or about June 16, 1998. All
interested parties shall submit a written request for plans and
specifications, referencing Solicitation No. GS-07P-98-HUC-0043, to
