OXYGEN GENERATING SYSTEM (OBOGS) ON BLOCK 50/52 AIRCRAFT SOL n/a POC

Program Office (SPO) intends to issue two solicitations for the
following activities: 1) design, development and integration of Tape 3
to the Modular Mission Computer (MMC) Operational Flight Program (OFP)
software, hereinafter referred to as M3+, and 2) production and
integration of the On-Board Oxygen Generating System (OBOGS) for 239
Block 50/52 aircraft and 125 initial Group B assets for Block 40/42
aircraft. The M3+ version builds upon OFPs previously developed for the
General Avionics Computer (GAC) Block 50 Tape 5 and Block 40 Tape 6,
and MMC Tape 2. The M3+ version incorporates the following functional
capabilities: Link 16, Joint Helmet Mounted Cueing System, AIM-9X,
Joint Air-to-Surface Stand-Off Missile, Block 40T6 software capability,
SEAD implementations, radar updates, radar warning receiver
improvements, and USAF discretionary items. The government will control
the configuration of the software after authentication of the Avionics
System/Segment Specification. Contract award for M3+ effort is
anticipated in June 1999 with fielding in 2004. Lockheed Martin
Tactical Aircraft Systems, Ft. Worth, Texas is the intended source
pursuant to the authority if 10 U.S.C. 2304 (c)(1). A Notice of
Contract Action (NOCA) was published in the CBD on 22 Sep 1997 entitled
"INTEGRATION OF MODULAR MISSION COMPUTER (MMC), COLOR MULTIFUNCTIONAL
DISPLAY (CMFD) AND (EUPDG) ON BLOCK 50/52 AIRCRAFT". The OBOGS
requirement will be incorporated into this solicitation. All contract
requirements identified in the 22 Sep 1997 NOCA are applicable to
OBOGS. Contract award for the MMC/DMFD/EUPDG/OBOGS effort is expected
in April 1999 with deliveries through 2004. Lockheed Martin Tactical
Aircraft Systems, Ft. Worth, Texas is the intended source pursuant to
the authority if 10 U.S.C. 2304 (c)(1). An ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concerns during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
