This requirement is 100% set-aside for small business concerns and is being solicited in accordance with FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures of FAR and DFARS Part 13, Simplified Acquisition Procedures. The standard industrial classification (SIC) code for this acquisition is 3629. The small business size standard is 500. Under this purchase order, the Contractor shall develop and deliver to the Government a 20kva or greater, 60/400hz, 120/208vdc, 28vdc, 1/3 phase power conversion unit suitable for installation on the High Mobility Multi-Wheeled Vehicle. This unit, when integrated with a lightweight, permanent magnet, brushless alternator, will provide in addition to the aforementioned voltages, regulated 28vdc for the HMMWV charging and electrical system. In addition to the power conversion unit, the Contractor shall deliver a technical data package (TDP) consisting of (1) a system performance specification, and (2) a drawings, engineering and associated lists drawing package to Level III or equivalent. It is estimated that approximately 1700 manhours plus an attendant amount of material cost will be required to conduct the program. Delivery of the power conversion unit shall be F.O.B. Destination to Fort Eustis, VA within ten months after award. The total period of performance shall be twelve months. Award of a fixed price purchase order will be made to the offeror whose proposal is determined to offer the best value to the Government, considering technical, price, and other factors.
