301-496-9762 This is a combined synopsis/notice of intent to procure
commerical service prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. The National Institute of Allergy and Infectious Diseases
intends to procure a service to produce custom monoclonal antibodies
developed by Spring Valley Laboratories Inc. The line items are: (1)
Cell line expansion (10 power 6 to 10 power 8 cells) (2) Supernatant
fluid production (500ml) (3) Cryopreservation (10 tubes of 10 power 7
cells each) (4) Liquid nitrogen storage (1 box per week) Ascites
Production (1) 5 Mices: estimated yield 15 to 25 ml (2) 20 Mice:
estimated yield 60 to 100 ml (3) 50 Mice: estimated yield 150 to 250 ml
(4) 100 Mice: estimated yield 300 to 500 ml (5) 250 Mice: estimated
yield 705 to 1250 ml Monoclonal Antibody Development (1) Monoclonal
start-up charge (2) Phase 1 (immunization) (3) Phase 2 (fusion) (4)
Phase 3 (cloning) per hybridoma/plate (5) Isotype determination clone
per well (6) Phase 4 (ascites in five mice) per clone (7) Western blot
assay (first clone) (8) Western blot assay (each additional clone)
Delivery shall be to the National Institutes of Health,9000 Rockville
Pike, Bethesda, Md.20892, F.O.B. destination. The proposed procurement
is critical to a project related to the investigation using the two
hybrid system and modified protein interaction screen to identify
proteins of importance in two distinct pathways of cell death. See
number Note 22. The provision at 52.212-2, Evaluation-Commerical Items,
applies to this acquistion. The government will award a fixed price
purchase order to the responsible Contractor. Price and other factors
considered: (a) Delivery of item in 30 days. (b) Quality of monoclonal
antibody purified. (c) Price All evaluation factors other than price,
when combined are signficantly less important than the price. The
clause at 52.212-4, Contract Terms and Conditions-Commercial Items
applies to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statues or Executive Orders-Commercial
Items applies to this acquisition. The clauses of subpart (b) which
apply are : 6 and 10. Any responses are due no late than 3:00 P.M.
