This notice is an amendment to provide questions and answers for the synopsis/solicitation published in the CBD on 20 Apr 98. 1. Q) Does the Contractor provide installation at the three individual locations (plus option) mentioned? A) Contractor provides installation at all of the sites. They also will align the antennas on the satellite. 2. Q) Does the Contractor ship the antennas to NRL, Wash. DC or to the three individual locations? A) Antennas are to be shipped to the sites at time of installation. 3. Q) Can my quote be faxed to you, or must it be sent via mail? A) As per the solicitation, 2 copies of the PROPOSAL must be delivered to NRL. Facsimile transmission has NOT been authorized. 4. Q) What will be the max required bandwidth of the circuits to be supported? A) IF frequency range for transmit and receive: 70 MHz +/- 27 MHz minimum tuning in 1 MHz steps. Bandwidth = 70 MHz min. 5. Q) Is the following statement correct? NRL requires the first three antenna systems (CLIN 0001) to be installed bythe contract awardee at the sites specified and the forth antenna system (CLIN 0002) be delivered to NRL, Wash DC, but not installed. A) All antennas are to be installed by awardee. 6. Q) Ten watts at C-Band is very low power requirement. Will it support the required bandwidth? A) Yes. 7. Q) Do we supply the antenna mounts? If so, in an AZ/EL mount the requirement? A) Yes. 8. Q) What is the exact frequency range to be covered in MHz? A) Uplink: 5.85 GHz -- 6.65 GHz, Downlink: 3.4 GHz -- 4.2 GHz. 9. Q) Will your base in Antigua accept and clear customs at the St. John's Dock. This must be done by the end user. Will the Base provide transportation from dock to the base? A) The program sponsor will handle shipping of equipment to Antigua and Ascension Island. 10. You state that delivery must be made in 30 days to the individual sites. The installer of the antennas cannot install all three simultaneously. Each site needs 4-5 days installation plus travel time to the next site. We request the installation be staggered at 10-day intervals for each base. A) ROCC and JDMTA will be installed simultaneously. Other site installations will be staggered. There will be about a month separation between installations. 11. Q) We request that we receive confirmation from you that each site is prepared before we ship the antennas and send installer. A) The sponsor won't allow installation until the sites have been prepared. NRL will coordinate the dates with the Contractor. NO FURTHER QUESTIONS WILL BE ADDRESSED. The closing date is extended to 018 May 98. All other terms and conditions remain the same. Offers must be delivered to Contracting Officer, Code 3230.SK, Bldg. 222, Rm 115A, Naval Research Laboratory, 4555 Overlook Ave., SW, Washington, DC 20375-5326 and received no later than 4:00 P.M. EST on 18 May 1998. The package should be marked RFP N00173-98-R-MP02, Closing Date: 18 May 1998.
