is to conduct a study to provide up-to-date information on the latest
research health care costs associated with motorcycle crashes. This
study will not only prepare a comprehensive review of the "state of
knowledge" about costs associated with injuries, especially head and
brain injuries, resulting from motorcycle crashes, but it will also
provide a comprehensive review of motorcycle operator insurance
availability, coverage, and costs. General requirements include
developing a comprehensive search and screening strategy, obtain the
appropriate documents (e.g., journal articles, technical reports,
conference proceedings, books), read and critically review each
document, and prepare a final report covering the state of the
knowledge of two (2) major issues: 1. costs associated with injuries
resulting from motorcycle crashes; the relationship of injuries and
costs to protective gear, license status, training received; and the
source of payment for the costs. 2. availability, costs and coverage of
insurance for motorcycle operators and, if available, information on
claims. In addition to meeting the requirements identified in the
solicitation, offerors must demonstrate experience with motor
vehicle-related injury analysis, insurance industry issues, statistical
analyses, health/medical economic analyses, and review and synthesis of
research; and demonstrate background expertise and experience in injury
epidemiology and health/medical economics. Proposals may be reviewed by
a team of government and non-government reviewers. It is contemplated
that a Cost Reimbursement Type contract will be awarded for this
effort. The period of performance is 15 months. The solicitation will
