Officer, leepri@mail.va.gov. The Department of Veterans Affairs Central
Office (VACO), Washington, DC., is issuing a sources sought notice
regarding the process of implementing a new Smoking Cessation Program
on a system wide (VA Nationwide) basis. This program will adhere to the
U.S. Department of Health and Human Service, Agency for Health Care
Policy and Research (AHCPR), Clincial Practice Guidelines. The program
will be available to any veterans who claims to have started smoking
while in the military. The contractor must be capable of providing
intensive therapy/counseling at least 4-7 sessions, each at least 20-30
minutes in length, lasting at least 4 weeks. Counseling should offer
problem solving and skills training as well as social support.
Counseling should reinforce motivation to quit and replace prevention.
Every smoker should be offered pharacological therapy (e.g., patch,
gum or prescription) expect when medically contradicted. Contractor
must be capable of providing follow-up contact either in person or by
telephone. Follow up contact within 2 weeks after completion of program
and intervals of 3 and 6 months. Contractors must address issues of
relapse. The contractors must be capable of marketing this program to
the general public to insure maximum exposure to the veterans
population. Also, contractors must collect baseline patient
information, provide educational and self-help materials and be able to
analyze success rates (3 and 6 month intervals). The contractors having
the clinical capabilities of providing smoking cessation programs
within the contents of the AHCPR guidelines and who have the
administrative capabilities of performing follow up analysis should
provide a detailed capability statements that address this specific CBD
synopsis. All responses must be submitted in writing to Mr. Oliver L.

responding should indicate whether they are a Small Business, Small
