jon.faye@gsa.gov. The General Services Administration (GSA) seeks
expert analysis, consultation and assistance services for policy and
procedures relating to public key certificates and infrastructure for
the GSA Access Certificates for Electronic Services (ACES) project and
stored value smart cards. The statement of work (shown in full at the
web site URL listed below) involves a review of existing documents,
consultation services to GSA, on policies and procedures contained in
those documents and technical assistance in the preparation of policies
and procedures to support the ACES project and stored value smart
cards. The contractor(s) working on this effort will need to work
closely with the GSA ACES Team and have a strong working knowledge of
the legal and technical policy issues associated with the issuance of
public key certificates and the establishment of public key
infrastructure that the Federal Government can use. The contractor
shall perform and deliver the following, due dates shown in
parenthesis—1. Consultation on ACES Identity Certificate Policy
(30 days); 2. Recommended Modifications for "Entity" Certificate
Policy, (30 days); 3. DRAFT Standards Framework for ACES participants
roles, responsibilities and allocation of risks (30 days); 4. Model
relying party agreement; (30 Days) 5. Model subscriber agreement (30
days); 6. GSA SmartPay Program certificate policy statement (30 days);
7. Final Framework for ACES participants roles, responsibilities and
allocation of risk (90 days); 8. Stored value smart card approaches
(90-days) 7. Travel for Onsite consultation (as required). The
evaluation factor is -- The quality and recognition of PKI expertise of
the key personnel proposed based on the following subfactors which are
listed in descending order of importance -- 1. Publication of papers
on state and Federal PKI issues, both formal and informal; 2.
Presentations at professional forums on this issue; 3. Participation in
PKI or PKI related voluntary consensus standards development; 4.
Previous experience with PKI issues at the state, Federal or
International levels; 5. Education and certifications in PKI related
fields such as a law degree and standing in professional organizations;
6. Experience in stored value smart cards; 7. Availability to commence
work on this effort by May 20, 1998. This is a combined synopsis and
solicitation for commercial items prepared in accordance with the
format in FAR subpart 12.6, as supplemented with additional information
included in this notice. This annoucement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular FAC 97-4. The following terms and conditions are applicable
to this requirement -- Instructions to Offerors Commerical 52.212-1;
52.212-2 Evaluation -- Commercial Items. Offerors shall include a
completed copy of the provisions of FAR 52-212-3 Offeror
Representations and Certifications -- Commercial Items. Clause 52.212-4

Implement Statues or Executive Orders -- Commercial Items with the
