This synopsis is issued to modify synopsis in the Commerce Business Daily (CBD) on 27 Apr 98. The synopsis is changed as follows: The Request for Proposal (RFP) will be issued on an unrestricted basis, full and open competition. All responsible sources may submit a proposal which shall be considered by this agency. This Request for Proposal (RFP) is issued pursuant to the provisions of the Randolph-Sheppard Act. Award shall be based on full and open competition, with evaluation preference for the blind under provisions of the Randolph-Sheppard Act and in accordance with Air Force Instruction 34-206. Evaluation criteria shall be the same for all competitive sources including any responding State Licensing Agency (SLA) for the blind. However, if the SLA submits a proposal that's within the competitive range established by the contracting officer, then sole source negotiations will be conducted with the SLA. The solicitation shall be issue o/a 22 May 98. A preproposal conference/site visit shall be held o/a 8 Jun 98. Only written requests for solicitation packages will be accepted.
