Request for Offer (RFO) for various types of Simplex fire alarm
control equipment to upgrade an existing Simplex system. As an example,
the RFO will include various Network Control Panels (P/N:s 4120-8001,
4020-8001), Master Controllers w/ LCD Displays (P/N: 4120-7003),
Version 8 Software (P/N: 4120-6081), Modular 4120 Netwwork IFC Card
(P/N: 4120-6014) and Mapnet II Addressable/Truealarms (P/N:4120-0110).
NASA/DFRC intends to purchase fire alarm items from the Simplex Time
Recorder Co. of Fresno, CA 93727-1522, on a sole source basis under the
authority of 10 U.S.C. 2304 (c)(1), "Only one responsible source and no
other supplies or services will satisfy agency requirements". The
Simplex fire alarm equipment will be used throughout NASA-Dryden and
will upgrade and complement an existing Simplex fire alarm system.
These upgrades must be completely compatible with the existing Simplex
system or prohibitive duplication costs would be incurred by the
Government to re-design and acquire a new fire alarm system; such costs
are not expected to be recovered through competition. Additionally,
many Simplex components, parts, and upgrades are proprietary precluding
other sources. The Government intends to acquire a commercial item
using FAR Part 12. An Ombudsman has been appointed. See Internet Note
"B". Interested firms have 15 days from the publication of this
synopsis to submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Firm date for
receipt of offers will be stated in the RFO. All qualified responsible
sources may submit an offer which shall be considered by the agency.
