SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR
PART 13, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS
ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE
ISSUED. This solicitation, #53SBNB867068, is a Request for Quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-04.
The associated Standards Industrial Classification Code (SIC) for this
procurement is 5084, and the small business size is 500 Employees. The
National Institute of Standards and Technology (NIST) has a need for
supplies and services, as described in CLIN Items enumerated below. The
project includes 3 parts: Supply of a hydraulic power unit (to be
provided by Contractor); reconfiguring parts of NIST's existing
Deadweight Machine and adjusting the hydraulic power unit to run it (to
be performed in Contractor'sfacility); and complete on-site
installation and training. CLIN Item # 0001 -- The contractor shall
supply one Hydraulic Power Unit to operate NIST's existing 25Klbf
Deadweight Machine. The hydraulic power unit shall meet the following
specifications and shall include all necessary materials and labor
involved and including those described herein: 60 gallon "T" shaped
reservoir; electric control panel for power unit, with 7.5 HP with
230/460; a Bosch, or equal, VPV "whisper" pump rated for 8.5 GPM, at
2,000 psi; isolation and vibration mounting for quiet indoor service;
7.5 HP electric motor, TEFC, 1200RPM, 230/460/3/60; a Bosch, or equal,
5 gallon accumulator with safety valve; a Pall, or equal, pressure and
return line filter rated for 6 micron absolute; thermal transfer
electric motor mounted cooler; a DAMAN 11, or equal, station parallel
manifold for #1 stack (described in CLIN Item # 0002); two Stauff, or
equal, high pressure ball valves for stack #1 (described in CLIN Item
#0002); Bosch, or equal, directional control valves for cylinder
control (NIST to provide 15 pieces that NIST has in stock and any
additionally-required valves shall be provided by the Contractor);
Bosch, or equal, bolt kits and connectors for DIN electric connections;
Sun, or equal, "T" port flow modular control for cylinder speed;
manifold mounting standings for 11 station and 15 station manifolds,
one on front side and one on back; Sun, or equal, manifold cartridge
reliefs for both manifolds with pressure gauges for each; electric
panel mounted to unit or back wall (to be determined by NIST). The
contractor shall also provide and include all mounting, assembly,
testing and painting; two copies of maintenance and engineering
manuals; AUTOCAD hydraulic and electrical drawings with manuals; and
two days of on-site system assistance at NIST, after complete
installation has been completed. CLIN Item # 0002 shall supply all
materials and labor necessary to rebuild Stack #1 of NIST's 25Klbf
Deadweight Machine. The Contractor shall include22 cylinders with
mounting plates; shall replace cylinders with heavy duty model and
modify plates to accept standard cylinder NFPA pattern. The Contractor
shall also supply updated AUTOCAD drawings, all disassembly, mounting,
drilling, and hardware required. CLIN Item # 0003 shall include
complete installation, at NIST, of Stack #1 and the hydraulic power
unit described in CLIN Item #1. The Contractor shall disconnect the
existing power unit and tubing, install the new unit and tubing/hose
assemblies, remove and install 22 mounting plates. The Contractor shall
provide all parts and labor required to produce a turnkey system.
IMPORTANT NOTE: Prior to submitting a quotation package to NIST,
prospective offerors are strongly encouraged to come to the NIST
campus, in Gaithersburg, MD, for a site visit. The site visit will be
held on Wednesday, May 20, 1998, at 10:00 AM, and attendees will meet
in Building 301, Room B117 (Contracts Office). Offerors shall call
Tamara Grinspon, at (301) 975-4390, to notify the Government of their
intent to view the facilities. The Government anticipates award of a
purchase order resulting from this combined synopsis/solicitation to
the responsible offeror whose quotation, conforming to this
synopsis/solicitation, will offer the best value to the Government,
price and other factors considered. Evaluation Criteria to be included
in this acquisition are as follows: Technical Ability to Meet or
Exceed the Government's Requirements, Past Performance, and Price.
Technical evaluation criteria, when combined, are significantly more
important than price. Offerors shall demonstrate in their quotation (1)
a clear understanding of the Government's requirement, demonstrated by
submission of a detailed proposal including, but not limited to, a
description of the composition of the components involved, and a
work-flow chart or description of the work schedule, including relevant
time frames involved; and (2) past performance on similar or related
NIST or other Government agency contracts, with descriptions and list
of references. Offerors shall address all requirements in this combined
synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the offeror's taking exception to it.
The period of performance for this acquisition is 12 weeks after
receipt of order (ARO). This time frame shall include (1) receipt of
power unit, cylinders and related parts by Contractor, and (2) time for
refiguration/retrofitting in Contractor's shop/facility. The Contractor
shall ensure that existing equipment at NIST (Deadweight Machine) will
be out of commission for no longer than 2 weeks (while CLIN Item #0002
is being performed in Contractor's shop/facility). The FOB point for
deliverables is Destination, Gaithersburg, MD. The following Federal

responsible firms should submit quotes, by 3:00 PM, Washington, DC
time, on May 28, 1998, to the National Institute of Standards and
Technology, Acquisition and Assistance Division, Attn: Tamara Grinspon,
Building 301, Room B117, Gaithersburg, Maryland 20899-0001. Faxed
