Security Administration (SSA), Office of Disability and Income Security
Programs plans to procure Research Services to Update the Listing of
Impairments for Genito-Urinary System. Research on the functional
impact of chronic renal dialysis will guide assessment under Listing
6.02, Impairment of Renal Function. The Listing of Impairments is used
to determine if an individual will be found disabled under title II or
XVI of the Social Security Act. The purpose of the contract is to
provide the best possible medical research available to help bring the
Listing of Impairments for Impairment of Renal Function up to date in
terms of the impact of changes in medicine over the last several
years, and to provide information and data needed to enable an informed
evaluation of the criteria SSA employs to evaluate these impairments.
The ultimate goal is to revise the medical criteria in the listings
based on state of the art medicine. The research required on the
Genito-Urinary System will be partly covered by an inter- agency
agreement. Under the inter-agency agreement, the Agency of Healthcare
Policy & Research (AHCPR) will perform evidence-based research
activities to help update the medical listing of impairments. The
services to be provided under this solicitation will supplement the
research conducted under the inter-agency agreement as follows: The
contractor will review the SSA draft revisions to the Genito-Urinary
System listings and will provide a full evaluation of their review with
recommendations as to those areas needing updating and support through
evidence-based medical research. The contractor shall develop a
comprehensive plan detailing those research activities necessary and
the contractor shall consult with the AHCPR who will actually conduct
the evidence-based research. The contractor shall also provide
expertise and consultation as necessary to SSA in overseeing the AHCPR.
The contractor shall provide a final report and oral presentation. The
contractor will need to have credentialsof the highest order to ensure
the authority of their research findings and conclusions. The
solicitation document contains a detailed description of the research
requirements. The estimated period of performance is 18 months.
