Operations/Flight Simulator and Remodel Munitions Bay/Storage Igloo
located at Portland Air National Guard Base, Portland, Oregon. Design
effort shall be for remodeling 3500 SF simulator bay into multiple
office/administration areas, constructing a 450SF shop in a storage
area. Work shall include: selected interior demolition; provide
architectural modifications; sound attenuated walls and ceilings;
auditorium with theater seating; HVAC, mechanical and electrical
modifications; communications (TEMPEST); fire detection; security and
intrusion detection systems. Evaluation criteria, in descending order
of importance are: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in the type of work required; (3)
Capacity to accomplish the work in the required time; (4) Past
performance on contracts with government agencies and private industry
in terms of cost control, quality of work and compliance with
performance schedules; (5) Location in the general geographical area of
the projects and knowledge of the locality of the projects, provided
that application of this criterion leaves an appropriate number of
qualified firms given the nature and size of the projects; (6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Final selection procedure may include personal or telephone interview.
A firm fixed price contract is contemplated. All firms are to list all
previous work accomplished for the Air National Guard in the past five
years. The estimated construction cost is between $500,000.00 and $1
million. The estimated length of construction is 150 days. This is not
a Request for Proposal (RFP). Project book will be available for
review to final selected. Qualified firms desiring consideration shall
submit two copies of the SF 254 and SF 255 (copy must be less than one
year old) to be received no later than 1530 on 16 June 1998 at the
