Drug Administration intends to negotiate a purchase order with
Zimmerman Associates, Inc. (ZAI) on a sole source basis to provide
continued technical support for the maintenance and operation of the
Center for Drug Evaluation and Research (CDER) Electronic Document Room
for the period of June 4, 1998 through September 1, 1998. The proposed
purchase order will represent an interim measure to allow for
continued support pending the award of a contract under competitive
Solicitation #223-98-5522. As the current incumbent, ZAI is uniquely
qualified as they are the only contractor who has the infrastructure
and technical knowledge in place to support this immediate interim
measure within the period of performance required. A solicitation will
not be issued; however, all responsible sources may submit a bid,
proposal or quotation which shall be considered by the agency. See note
