rmcminn@pica.army.mil. The Acoustics Research and Development Section
at Tacom-Ardec, Picatinny Arsenal, NJ, is interested in soliciting for
Advanced Development of acoustic technologies and associated software
and/or hardware prototype development in support of Technology Base
advancements in battlefield acoustics systems. The contract will be a
task order type contract over a 4 year period of performance at a
maximum cost of $500,000 per year. There are two unique categories of
work which are to be considered. One is to develop a more complete and
practical understanding of the influence of environment on Acoustic
Systems which are designed to classify, localize, and track battlefield
targets. Current work is encouraging, and has resulted in preliminary
Tactical Decision Aids (software tools and models) to assist the user
in determining where to locate acoustic platforms and how best to
configure a particular system for an intended mission. Further
advancements in propagation models, sensor performance models, and
optimization of overall acoustic algorithms are needed to optimize an
acoustic system's ability to cope with environmental/meteorological
variations. The intended output of this area is analysis, concept
development, the development of software and modeling tools, and
prediction of results for different sensor system designs as they
relate to different target dynamics and mission needs. The second area
of consideration is development of technologies, techniques, and
conceptual designs for advanced acoustic systems which have improved
performance over existing acoustic systems. This work will include
optimization of array configurations, improved beamforming techniques,
and other algorithm enhancements which will allow better
discrimination of targets in a multiple target environment. The ability
to discern targets from non-targets, the ability to effectively deal
with interfering noise, and the development of advanced classification
schemes are desired. The scope of this effort incudes concept
development, technical analysis, tradeoff analysis, field tests, the
development of software and modeling tools, advanced acoustic
classification and tracking algorithms, and prediction of results for
different sensor system designs as they relate to different target
dynamics and mission needs, and prototype software as well as hardware
development. The Government reserves the right to make multiple awards
from this solicitation. This proposed acquisition will be issued on or
before 1 July 1998 with submission of proposals to the Government due
approximately 30 days later. Hard (paper) copies of the solicitation
