Mahan, Contract Specialist, (805) 989-1915 The Naval Air Warfare Center Weapons Division (NAWCWPNS) Point Mugu, CA intends to enter into negotiations and award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for technical engineering support, on a sole source basis with GDE Systems, San Diego, CA. The contract will be in support of the PMA-233, the Tactical Automated Mission Planning System (TAMPS) Project Office, and the Information Warfare Division, Naval Air Warfare Center Weapons Division to meet the TAMPS 6.2.1 schedule for fleet release in October 1999. PMA-233's requirement is the release for fleet use of usable, controlled, Force Level and Joint Strike Coordination Planning systems for coordinating multi-asset missions against known targets. In order for TAMPS 6.2.1 to meet its schedule, the following program milestones must be achieved: Preliminary Design Review: August 1998; Critical Design Review: October 1998; Build Readiness Reviews: December 1998 and February 1999; System Integration Test Readiness Review: April 1999; Mission Planning Module Readiness Review: May 1999; Operational Test Readiness Review: July 1999; and Fleet Release: October 1999. Knowledge of the TAMPS 6.2.1 design information is mandatory to perform these services. GDE Systems will be the prime developer and full service contractor, including design, developmental testing, integration, introduction to the fleet, and support of the TAMPS 6.2.1. Services will include technical support necessary for mission planning, imagery exploitation processing, force, strike level and route planning for compatibility of TAMPS 6.2.1 with Joint Service Imagery Processing System-Navy (JSIPS-N) and Tactical Strike Coordination Module (TSCM), for maintaining the operational readiness of Mission Planning Modules and TAMPS supported platforms. The Government contemplates a Cost Plus Fixed Fee, IDIQ contract, commencing for a period of three (3) years from the date of award. This is not a request for competitive proposals. See Note(s): 22.
