Development (USAID) Poland Mission intends to extend the existing
Contract No. DHR-0019-C-00-5026 with Development Alternatives Inc.
(DAI), running from September 3, 1995 through December 31, 1998, by
nine months until September 30, 1999, to continue providing services
under the Democratic Governance and Public Administration Project
assisting the Polish Ministry of Finance in designing and implementing
the local government finance reform, as a major part of the
decentralization of public finance effort in Poland which will start on
January 1, 1999. The contractor is expected to assist the MOF by
assuming the intellectual and technical leadership in designing the
necessary regulations, monitoring implementation of the reform,
revising effectiveness of the enacted legislation and regulations, and
drafting revisions to the relevant legal acts. Technical assistance
would also continue to be provided to strengthen the capacity of the
Department of the Local Government Finance in the Ministry of Finance,
which will administer the new system. Both tasks, in order to be
effectively and timely implemented, require building on the results of
the technical debate thus far, and therefore require a thorough
knowledge of the Polish legal system in the relevant sectors, including
the status of the technical aspects of the policy debate about the
reform issues to date. The contractor will be required to provide the
services of a resident advisor (preferably Polish speaking) to the
Ministry of Finance and a strong senior analytical team working in
Warsaw in support of the work in the Ministry and the Parliament. A
cost reimbursement plus fixed fee contract is expected under the
authority of FAR Part 6.302-1; Circumstances Permitting Other than Full
and Open Competition, unless the Contracting Officer determines that
more than one source can meet the Governments' needs as a result of
this notice. No solicitation document exists; requests for such
documents shall be considered invalid responses. To respond to this
notice and to be considered, offerors must see Numbered Notes 22 and 25
and must strictly comply with the submission instructions and
requirements. All responsible sources may submit an expression of
interest which must include capability statements. Written responses
are required. No oral responses will be accepted. USAID/Poland will not
respond to requests nor consider proposals that do not comply with the
submission requirements. It is the sole responsibility of the offerors
to ensure that their expression of interest and all necessary documents
reach the Regional Contracting Office, USAID/Poland, Al. Jerozolimskie
56c, 00-803 Warsaw, Poland, not later than 45 days from the date of
this notice in the CBD and before the USAID/Poland close of business.
