e-mail, rhesson@opm.gov. R -- SYNOPSIS -- HRM SUPPORT SERVICES R -- The
Office of Personnel Management (OPM) intends to solicit proposals for
what may constitute personal services contracts for a maximum of five
years (one base year and four one-year options) for assistance in
providing a wide variety of Human Resources Management (HRM) products
and services to its customers. One or more contracts may be awarded.
Competition will be limited to Small Business concerns. The Standard
Industrial Code (SIC) is 8741. Firms which had an average of $5 million
or less over the past three years qualify as a small business concern
for purposes of this procurement. OPM may issue one or more Indefinite
Delivery, Indefinite Quantity type contracts using task orders to
support initiatives undertaken by OPM and to fully utilize the latest
proven approaches and techniques in the HRM arena. Examples of products
and services for which tasks may be issued under the contract include,
but are not limited to: Task 1 -- Recruiting and Staffing The
contractor shall provide, when tasked, consultation and/or actual
product delivery directly to OPM customers for recruiting, examining
and staffing of personnel. These services can include development of
vacancy announcements, performance of job analyses, development of job
application rating instruments, examining and certification of job
applicants, RIF and downsizing assistance, and career transition
assistance. Performance of most of these services will require the use
automated systems. Task 2 -- Organization Analysis, Assessment and
Design The contractor shall provide, when tasked, consulting services
directly to OPM customers that will include identifying and assessing
the existing organizational structure and scope of the design effort;
reviewing and analyzing the organizations management structure;
formulating executive strategies that will enable the organization to
carry out its mission and achieve its goals; and recommending an
optimum efficient design plan reflecting the new organization
infrastructure and human resource alignment. Performance of some of
these consultative services will require the use of automated systems.
Task 3 -- Work Process Analysis and Job Design The contractor shall
provide, when tasked, consultation services directly to OPM customers
for reviewing and analyzing core and non-core work processes,
coordination and control methods; conducting job analysis; developing
corresponding tasks and competencies and designing jobs that
incorporate the necessary tasks and competencies to achieve the
customer's mission. Performance of some of these consultative services
may require the use of automated systems Task 4 -- HRM Systems The
contractor shall provide, when tasked, consultation directly to OPM
customers for performing personnel process requirements analyses,
performing HRM systems benefit analyses, performing project management
for acquisition and implementation of HRM systems, installing HRM
systems, delivering HRM systems customer training, and providing
ongoing technical support and consultation for customer use of HRM
systems. Also through this task, the contractor shall acquire and
demonstrate knowledge of HRM systems by attendance at formal training
sessions. Task 5 -- Management/Project Plan The contractor shall
provide, when tasked, consultation directly to OPM customers for
preparing a management/project plan of proposed actions, costs,
timetables, and potential organization impacts. Task 6 -- Customer
Calls The contractor shall, when tasked: schedule calls and
demonstrations with OPM clients to promote OPM products and services;
work closely with client points of contact and follow up for closure of
agreements for OPM performance of reimbursable services; facilitate
completion of contracts with OPM clients, answering client questions
and processing necessary agreement paperwork; and provide status
reports of representation activities to the COR. All requests for RFP
packages must be in writing and must be received by close of business
on May 28, 1998. The solicitation is scheduled for release on or about
June 12, 1998. After the solicitation has been released, it will be
made available for downloading from the OPM Procurement Home Page
(http://www.opm.gov/procure). Telephone requests will not be accepted.
