Immigration and Naturalization Service (INS) has a requirement for long
term temporary residential care and secure detention of undocumented
aliens who are being detained pursuant to violations of the Immigration
Laws of the U.S. Many of the aliens to be detained may have substantial
and varied criminal histories. INS currently has immediate requirements
for approximately 1000 new detainee beds (for both male and female), to
be located in one or more suitable facilities in Texas and New Mexico.
These beds would be in addition to those presently in use at either 1)
INS owned facilities in the area, and 2) other facilities currently
providing required services to INS. INS intends to contract with one or
more firms that can begin providing suitable services within the next
thirty to sixty days. Ideally, INS would only be interested in
facilities that could handle 50 or more INS detainees at a time. The
successful contractor(s) shall provide all necessary management, labor,
supervision, equipment and material in order to provide, operate and
maintain the facility(s), and provide the required services for the
detainees. Interested concerns are requested to submit brief capability
statements to this office immediately, to include information as to
available facilities and respective capacities available for detention
of INS' detainees, proximity to major highways, description of and
proximity to airports capable of handling DC-9/MD-80 and/or B-727 (or
similar) jet transport aircraft, and points of contact. The statements
should also address the availability of office space at the facilities
to accommodate INS staff and video-conferencing equipment. This request
