The U.S. EPA has a requirement for Emergency and Rapid Response Services (ERRS) to support removal program activities in Region 5: IL, IN, MI, MN, OH, and WI. Contractors shall provide fully trained personnel, services, materials, equipment, and supervision with a response time of three to twelve hours to accomplish containment, countermeasures, cleanup, mitigation, restoration, transportation, and disposal of oil and/or hazardous substances released in Region 5. The method of procurement is Source Selection procedures pursuant to FAr part 15.3 and EPAAR Part 1515.6, and the contract will be a three year Indefinite delivery/Indefinite Quantity type contract with fixed rates for labor and equipment, and cost-reimbursement provisions for materials/other direct costs/subcontracts. The minimum guaranteed amount of the contract is $50,000.00 Contractor shall conduct ERRS services in accordance with the National Contingency Plan, 40 CFR part 300, Section 311 of the Clean Water Act, as amended by the Oil Pollution Act of 1990, Section 104 of the Comphrensive Environmental Response Compensation, and Liability Act of 1980, as amended by the Superfund Amendments and Reauthorization of 1986, and other applicable Federal, State, and Local regulations and statutes.
