This announcement constitutes a REQUEST FOR INFORMATION (RFI) synopsis
and MARKET RESEARCH. Information obtained as a result of this synopsis
is for planning purposes only. It does not constitute an invitation for
sealed bid or request for proposal (RFP), nor is it to be construed as
a commitment by the Government. The US Marshals Service (USMS) is
currently conducting a market survey and analysis to determine a
suitable replacement for its existing Sabreliner fleet. The USMS,
supported by Justice Prisoner and Alien Transportation System (JPATS),
produces prisoners and aliens for court proceedings, state cooperative
movements, alien voluntary removals, and alien deportations through a
safe, coordinated air transportation service operated by the USMS. The
potential home base for the airfleet are Oklahoma City, OK,
Alexandria, LA, and/or El Paso, TX. The aircraft should have, but not
be limited to the following characteristics: Passenger capacity of 8 to
10; non stop flight range of 1500 nautical miles with National Business
Aircraft Association (NBAA) Instrument Flight Rules (IFR) reserves at
maximum payload and normal cruise speed; externally serviceable
lavatory unit; auxiliary power unit capable of producing ground air
conditioning and electrical supply; dual nose and main wheel landing
gear; single point refueling; minimum true airspeed cruise of 440
knots; minimum cabin volume of 500 cubic feet; main cabin entry door
minimum of 24 inches width; minimum cabin width of 5.25 feet; and
minimum cabin height of 5.5 feet. It is requested that interested
offerors provide the Government with aircraft types that would satisfy
this requirement, the price of the aircraft, and the availability of
the aircraft. Industry response to this RFI should be submitted to the
Contracting Officer at the address indicated above, or via electronic
mail no later than 30 calendar days following publication of the
notice in the CBD (on or about June 15, 1998). This RFI is for planning
purposes only and shall not be construed as a request for proposal. The
Government does not intend to award a contract on the basis of this RFI
or otherwise pay for the information solicited. No entitlement to
payment of direct or indirect costs or charges by the Government will
arise as a result of submission of a response to this RFI and the
Government's use of such information. Respondents of this RFI may be
requested to provide additional information/details based on their
