synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/GSFC requires
an integrated test system capable of meeting the following
characteristics with respect to radiated susceptibility test signals
specified by the Goddard Environmental Verification Test Specification.
These characteristics are: A) Broadband Amplifier with 30-dB Low Noise
Signal Gain over the Frequency Range from 10-kHz to 1000-MHz.
Amplifier must meet or exceed operational and performance
characteristics of the Amplifier Research (AR) Model LN1000AM4. B)
Companion antennas/E-field generators compatible with Low Noise
Amplifier, meeting or exceeding the performance characteristics
(including VSWR matched to the Broadband Amplifier) of the following AR
unit: (1) model AT3000 E-field Generator -- 100 V/m at 1-m from
elements over the 10-kHz to 30-MHz frequency range. Form factor of
antenna elements to match AT3000 to facilitate use in a 15'x15' test
area; (2) model AT3100 E-field Generator -- Dual Element 10-kHz to
100-MHz, input power capability to 500-W; (3) Model AT1080 80-1000 MHz
Log Periodic Antenna Minimum gain 6.5-dB; max power 1000-W min.; (4)
Field/Measurement-Monitoring Kit, including: (a) Four AR FP5000
Isotropic Field Probes, (b) One AR FM5004 Field Monitor Frame (includes
interface cards for AR FP5000 Field Probes), (c) Four Non-metallic
Tripods -- Model TP1000A or Equivalent, (d) Ten AR FC2003 Glass Cables
-- 3-m, (e) Five AR FC2015 Glass Cables -- 15-m, and (f) Sixteen AR
FT2000 Bulkhead Feedthroughs; and (5) RF Power Monitoring Kit,
including: (a) Boonton Model 4230 Power Meter or equivalent [must be
compatible with (b) and (c)], (b) Boonton Model 51075 Sensor, 500-kHz
to 18-GHz, and (c) Boonton Model 51011 EMC, Sensor 10-kHz to 18-GHz.
The provisions and clauses in the RFQ are those in effect through FAC
97-04. Quotations for the items(s) described above may be mailed or
faxed to the identified point of contact by the date/time specified and
include, solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference: 52.222-26, 52.222-35, 52.222-36,
52.222-37, and 52.225-3. Quotations are due by 4:30 p.m. (EDT) on
05/27/1998 to the point of contact at the address specified. Selection
and award will be made to the lowest priced, technically acceptable
quoter. Technical acceptability will be determined by information
submitted by the quoter providing a description in sufficient detail to
show that the product quoted meets the Government's requirement.
Quoters must provide copies of the provision at 52.212-3, Offeror
Representation and Certifications -- Commercial Items with their quote.
