Solicitation DAAE20-98-R-0135, issued 1 May 98. The purpose of this
amendment is to include the following changes to the terms of the
solicitation and each offeror shall take these into account when
preparing their proposal. To futher define the 2 year warranty
requirement. The Army shall require the following to be included in the
warranty coverage as a minimum: The contractor shall provide a
commercial warranty for a period of 2 years from the time of
installation and acceptance by the Government. The warranty, at a
minimum, shall include a provisions to repair or replace any items that
are determined by the US Government to be defective in workmanship and
material, inferior design or construction or incorrect installation.
This will not include any parts or items that fail through normal use
due to wear and tear. This coverage shall be applicable to but not
limited to any and all parts, assemblies, subassemblies and or
defective items. Ft. Riley range personnel will perform preliminary
diagnostics or identification of the system failure. If the failure
cause cannot be identified by the range personnel through telephone
contact(s) with the contractor, the contractor will be required, when
requested by the Government, to send the appropriate personnel to the
site to assist in the determination and resolution of the problem.
Additionally, during the warranty period, the contractor shall be
responsible for all shipping (including pickup and delivery) of
warranted items returned to the contractor for repair or replacement.
For repairable items, the contractor shall have a maximum of 21
calendar days, to have the damaged item repaired (or a replacement
unit) returned to Ft. Riley ready to be installed on the range, after
notification from the Government that repair is required. For
replacement items the contractor will have a maximum of 5 days from
when a failed component is confirmed to need replacement, to have a
replacement item at Ft. Riley ready to be installed on the range.
Although the heavy lifters are required to have the equivalent physical
capability of a heavy lifter that could lift and support a standard
military 350 lb., T-72 flank target in a minimum wind of 35 MPH, in ten
seconds or less, they require only the hardware and arms that will be
needed to attach a standard military frontal target The interconnecting
box (ICB) located within each pit has 240 volts AC within the box, with
approximately 11.00 ampere capacity. The current configuration of the
ICB results in an output power between 24-38Vdc. For the MPRC Range,
when standing behind the pit, looking in the direction of the range
tower, the ICBs and the Target Interface Units (TIU) are located in the
left corner of the concrete slab closest to the head wall, with the TIU
located on the top of the ICB. For Range 18, when standing behind the
pit looking in the direction of the range tower, the TIU is located in
the left corner of the concrete slab closest to the head wall and the
ICB is mounted on the head wall at approximately the center point from
each side of the pit. There will be no more than a distance of four
feet between the head wall and the edge of the concrete slab. The
equipment is required to be shipped to Ft Riley within 60 days after
award. The successful offeror will be given a three weeks notice as to
the actual installation window when it is determined. A quantity of 9
shall be installed on Range 18 and a quantity of 51 shall be installed
on the MPRC Range. Installation shall be completed within 15 days from
the start of installation. It is the Government's position to rigidly
adhere to the contract delivery schedules contained within this
solicitation and not allow any deviations or relaxations to that
