73 -- CONTAINERIZED KITCHEN SOL DAAN01-98-R-0016 DUE 081098 POC Contract Specialist MARY ANN YOUNG-SHULTE (508) 233-6255 (Site Code DAAN02) The U.S. Army Soldier Systems Command (SSCOM) has a requirement for a Containerized Kitchen (CK) which will be the next generation field kitchen for the U.S. Army. The CK will prepare A-ration and heat serve rations meals, three times a day for a minimum of 550 soldiers per meal. All the kitchen systems and equipment will be contained within an 8' x 8' x 20' expandable container meeting International Organization for Standardization (ISO) requirements. This container will be expanded for preparation and serving of the meals. The CK will consist of the integration and manufacture of military designed equipment (cook pot cradle, cooking rack, griddle, heater tank, oven and steam table) and integration and purchase of commercial food service equipment (refrigerator and heated food cabinet) into the ISO container. This CK will also require the integration of environmental controls (heating and A/C) and ventilation systems to support cooks in the ambient working environments of -25 degrees F to 110 degrees F. A 10 KW tactical quiet generator and seven modern burner units (MBU) will be provided as government furnished property (GFP). This system will be transported on a M1073 trailer modified to be capable of transporting 20-foot long ISO containers. This CK will have a flexible design allowing for operation on and off the trailer and operation with the 10 KW tactical quiet generator or external power sources. The Government anticipates that this acquisition will result in a single award, utilizing the best value concept, of a firm fixed price/requirements contract consisting of a basic ordering period with four optional ordering periods, not to exceen 60 months. It is anticipated that two first article test units and contractor testing and spare parts and repair parts will be required. The quantity for the basic ordering period and each ordering period is estimated to be between 50 to 100 units. NOTICE: In accordance with Federal Acquisition Regulation (FAR) Part 15.202 -- ADVISORY MULTI-STEP PROCESS, the Government invites potential offerors to submit a concept paper, limited to 5 pages in length, describing their technical concept (proposed design, approach in meeting the performance specification, design for the environmental control system); projected unit price for the basic ordering period and production (supporting cost/pricing data is not required or desired); and the projected delivery units per month and the anticipated lead time. Copies of the performance specification are available. and firms requesting a copy shall submit the request by data fax or e-mail. Note: Electronic submission of the concept paper is mandatory. Telephone calls will not be accepted. The Government will evaluate all concept papers submitted and provide a written response to the offeror within 10 days of receipt of the concept paper. The Government may also conduct one-on-one meetings, for the purpose of further discussion, with those offerors who submitted a concept paper. The purpose of this process will be to inform potentialofferors whether or not the Government believes they will be a viable competitor in this acquisition and the reasons for the opinion. This process will not preclude offerors from participating in the acquisition. Concept papers will be accepted until June 19, 1998. The final request for proposal (RFP) is scheduled to be released on July 10, 1998 with a closing date of August 10, 1998. Firms will not be reimbursed for any costs associated with the concept papers and or proposal preparation.
