consists of studies, reports, investigations (Title I) A-E design
related data (Ohter A-E Services) for construction work required by
delivery orders to be issued against this contract. Contractor is
guaranteed a minimum of $5,000 in fees for the life of the contract. No
individual delivery order will exceed $299,000 in fees and the total
contract will not exceed $750,000 per year. An option to extend any
awarded contract for one year is a part of this announcement. Services
are primarily civil/structural with related engineering requirements,
but it is not limited to a multiple design disciplines contract,
government reserves the right to award multiple contracts at any time
within 12 months of the C.B.D. announcement closure. The type of
contract contemplated is a firm fixed price contract. The estimated
start date is 31 August 1998 with contract expiration of 31 August
1999. Small business concerns and SDBCs are encouraged to respond to
this announcement. Evaluation factors in relative importance are as
follows: (A) Architectural Experience demonstrated ability in past
professional work of the same nature of this contract, (B) Professional
qualification necessary to satisfy performance of required services,
(C) Past performance on contracts with government agencies and private
industry in terms of cost control, quality of work and compliance with
performance schedules, (D) Capacity to accomplish the work in the
required time, (E) Location, within 150 miles radius of San Antonio or
within one hour air travel, with priority for local firms, provided an
appropriate number of qualified firms are available, (F) Availability
of in-house Intergraph CADD equipment, (G) Number of prior DOD awards
by FYs including current and three previous FYs, (H) State whether
there are any specialized qualifications, security classifications, or
limitations on eligibility for consideration and what they are. In
addition to above requirements each firm will indicate their selected
consultants to include but not limitedto the following design
disciplines: (1) Civil, (2) Electrical, (3) Mechanical, and (4)
Structural. Consultants joint ventures or complete in-house ca!
pability of the listed design disciplines is acceptable. Architectural
firms desiring considertion shall submit appropriate data as
described, including SF 254 and 255. If joint venture, response is to
include appropriate data for each firm in joint venture desiring
consideration. All responses received within 45 days after this
publication will be considered for selection. No other general
notification to firms under consideration for this contract will be
made and no further action is required. This is not a RFP. Firms must
provide a listing of the number of DOD A-E contracts awarded during
each FY including the current FY up to the date of this synopsis and

program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
