Background Information The Contractor will design and conduct an aggressive outreach program with the advice, guidiance, and approval of the COTR. This is the formal process by which the size of the data base is increased. This is accomplished by obtaining names and address files from public and priviate sector organizations and using the information to make mass mailings to firms within targeted populations. Successful offeror must have their own mail room capability. Sources will be identified, primarily, by the contractor based on their sutiability, availability and cost. SBA may also locate and or recommend potential source files. Upon approval of the COTR, the contractor shall obtain and process the selected firm(s) according to the procedures outlined below. Cost for procurement of these files, will be charged back to the SBA on the bill covering the month the liability was actually incurred. The total cost for such files shall not exceed limits established by the COTR. A mailing consist of PRO-NET marketing materials accompanied by a letter explaining the program. These are enclosed in an SBA envelope. All materials are provided by SBA. The outreach program is expected to produce up to 100,000 mailings per month. Inputswill be secured from sources primarily in the form of machine readable magnetic tape, howvere, some key entry work may be required. All tapes shall become the property of SBA and shall be provided by the contractor to the COTR on a monthly basis in a form and in a manner specified by the COTR. This effort will allow SBA to obtain and process sutiable address files and allow for measuring the effectiveness of the outreach program. This assist SBA in determining how many firms receiving the outreach package actually registered. Contractors Responsibilities -- Specifically, the contractor shall: Receive and control name and address inputs as described above. Hard copy name and address listings will be key-entered for processing whichinclude keying and verification. Separate pricing is required for: A. Magnetic Processing __ __ __ __ __ B. Key-Entered Processing Techniques __ __ __ __ ___ Check new inputs against the PRO-NET data base and against the list of firms which have received outreach mailings within the past twelve months. Mailing labels will be generated for non-duplicated firms. All addresses will be normalized and sorted using "Group One Software" or its equivalent. Mail outreach package within 45 days of receipt of inputs. Produce a monthly status report (NSP). (0132)
