owfrfp@odhs.state.oh.us. The Ohio Department of Human Services is
seeking to contract with an experienced research and evaluation vendor
to conduct a process and non-experimental impact study of its welfare
reform initiative, the Ohio Works First (OWF) program. The process
study will explore the complicated process and policy issues
surrounding the implementation of OWF. The objective of the impact
study is an evaluation of OWF's impact on helping welfare recipients
achieve self-sufficiency and assume greater personal responsibility. A
Request for Proposals (RFP) will be available on the Internet no later
than May 15, 1998. The deadline for submitting proposals is 4 PM (ET)
on July 10, 1998. It is anticipated that the selected vendor will begin
work in October 1998 and that the project period will run through
September 29, 2002 contingent upon funding availability. Please refer
