The Atlantic Division, Naval Facilities Engineering Command, Norfolk, Virginia intends to acquire services to track and report on proposed State Environmental Regulatory and Statutory requirements, across all media, that may impact Department of Defense (DOD) operations in the areas of concern. This information will be used by the legal and technical staffs to support the Atlantic Division, Naval Facilities Engineering Command (LANTDIV), Office of Counsel, in providing assistance to the Navy Regional Environmental Coordinator (REC), Commander, Naval Base Norfolk military installations and other DOD services as current intelligence on new or revised State environmental requirements to ensure compliance and to enable the REC to articulate DOD-specific concerns to state regulatory and legislative bodies. This is a firm fixed price contract for a base period of one-year with three one-year options to extend, totalduration not to exceed forty-eight (48) months. The proposed solicitation is restricted to small business and will be procured by best value, price and other factors considered, using the simplified acquisition procedures.
