Add/Alter commissary facility at Fort Meade, MD, The Defense Commissary Agency (DeCA) is soliciting for technical proposals from prime contractors interested in being placed on a technically acceptable contractors bidders list for commissary renovations work at Fort Meade, MD located between Washington, DC and Baltimore, MD. The facility will remain in operation and open to customers throughout the construction period, requiring careful phasing of the work and protection of customers and products from damage or degradation from the construction operations. Interior work includes but is not limited to replacing store display fixtures, refrigerated display cases and back room refrigeration systems. The interior of the store is to be extensively remodeled, creating additional sales space from existing warehouse space, constructing a new deli and bakery, replacing interior floor-ceiling-and-wall finishes, lighting, and signage, and decor in the sales area. The sales area air conditioning systems are to be replaced, and desiccant dehumidifier's added. The existing fire protection sprinkler and alarm systems, and PA/background music system will be altered to suit the new work. Exterior work includes construction of new patron entrances, exits, and toilets, repairing the existing roof, replacing and underground fuel storage tank, and repairs to the parking lot. The magnitude of construction is between $5 million and $10 million. This solicitation will use the guidelines of the Two Step Sealed Bidding Process, outlined in FAR 14.5. In Step One, All responsible and interested parties will be evaluated to determine which contractors are technically acceptable to proceed to Step Two. Step Two will be for contractors determined to be acceptable to provide a bid based on the government's drawings and specifications. Technically acceptable status will be based on the contractors meeting or exceeding standards of the following criteria: Experience and Past Performance, Construction Management Ability, and Qualification of Key Personnel. Each of the criteria are of equal value. Award will be made to the responsible, technically acceptable contractor which provides the lowest bid.
