Commissary/Exchange Retail Mall Facility, NAS Jacksonville, FL. The
Defense Commissary Agency (DeCA) is soliciting for technical proposal
from prime contractors interested in being placed on a technically
acceptable contractors bidders list for additions and upgrade to the
entire commissary facility and Navy Exchange at NAS Jacksonville, FL.
The facility will be in operation and open to customers throughout the
construction period, requiring careful phasing of the work and
protection of customers and products from damage or degradation from
the construction operations. The work includes, but is not limited to,
the following: Construction of approximately 2,000 SF of new
Bakery/Deli service area, 2,000 SF of new Administration area and
enclosed loading dock areas. Alteration to the interior shall include
conversion of existing warehouse space to Sales area, Dairy, Produce,
Health and Beauty, and Frozen Food displays. Upgrades will be
accomplished to the entire store's electrical system, HVAC system and
plumbing. The entire refrigeration system will be replaced including
all display cases. Remediation of existing asbestos and lead paint will
also be required. The Navy Exchange will add approximately 35,000 SF of
new construction. The existing Navy Exchange interior will be
completely renovated. The Mall Area between the Commissary and the
Exchange will be enclosed to allow full operation of this 163,000 SF
facility during renovations. The magnitude of construction is between
$10 million and $15 million. This solicitation will use the guidelines
of the Two Step Sealed Bidding Process, outlined in FAR 14.5. In Step
One, All responsible and interested parties will be evaluated to
determine which contractors are technically qualified to proceed to
Step Two. Step Two will be for contractors determined to be acceptable
to provide a bid based on the government's drawings and
specifications. Technically acceptable status will be based on the
contractors meeting or exceeding standards of the following criteria:
Experience and Past Performance, Construction Management Ability, and
Qualification of Key Personnel. Each of the criteria are of equal
value. Award will be made to the responsible, technically acceptable
contractor which provides the lowest bid. The Request for Technical
Proposal package will be available on or about 2 June 1998. A Bid
