The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement Division is implementing Electronic commerce (EC) in the acquisition area, therefore synopsis and resulting solicitations with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply under Procurement Division. After 1 October 1997, solicitations and amendments will only be available at the above Web sites. Hard copies WILL NOT be provided. Vendors should regularly access the NSWCDD Web site to ensure that they have downloaded all amendments. For solicitations issued after 31 March 1998, DOD will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) data base. Registration may be done by assessing the CCR Web site at http://www.acq.osd.mil/ec. Registration may be done via dial up modem at (614) 692-6788 (User ID:ccrpub; Password: pub2ccri). Any certified value added network (VAN) can be used for registration. A paper registration form may be obtained from the DOD Electronic Commerce Information Center at 1 (800)334-3414. The AN/PSC-5 is a manpack, UHF, half duplex Satellite Communications radio which meets the Marine Corp's requirement for a manpack UHF satellite terminal. However, the Marine Corps also has a validated requirement for a vehicle mounted UHF satellite terminal which can continue to communicate while the vehicle is moving (SATCOM-on-the-move). The AN/PSC-5 is the UHF satellite terminal that will be installed in the HMMWV as well as other vehicular platforms. The mount that will be used, in conjunction with a proper antenna system,is the subject of this inquiry. A mount/antenna system needs to be identified that will: a) Allow the AN/PSC-5 to be securely mounted in a HMMWV and not degrade its capabilities to pass voice and data communications, in all modes, i.e. SATCOM, DAMA, and LOS, while the HMMWV is both stationary and moving. b) Allow quick removal of the mount (not more than 3 minutes) for use in a stand alone configuration, i.e. connected to commercial power or standard MEP power. c) Provide properly filtered AC (110-120 VAC) and DC power (12-32 VDC) to the AN/PSC-5. DC power will be used while the mount/radio is in the HMMWV and will be provided by the vehicle battery. AC will be used while the mount/radio is used in a stand alone configuration, i.e., in a tactical command post, and will be provided by either commercial power or a standard MEP power source. d) Provide a seamless interface to an appropriate on-the-move antenna system and provide control to any amplifiers/LNAs used by the antenna system. This inquiry is intended to identify likely commercial products that will fill the requirements of a UHF SATCOM-on-the-move mounting/antenna system, obtain all available test data on each identified product, and a summary of each product's capabilities. Based upon data received, NSWCDD will make a recommendation to Marine Corps Systems Command (MARCORSYSCOM) as to which product will most likely meet the needs of the Marine Corps. This recommendation will take into account cost, reliability, complexity of operation, suitability for operation in a tactical environment, maintainability, and ILS support issues. This is a Sources Sought announcement only, and not a Request for Proposal (RFP) or an announcement of a solicitation. Respondents who submit proprietary data shall clearly mark the data with appropriate markings.The Government will not pay for any materials provided to it in response to this synopsis.
