This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; Quotations (RFQ) are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotation number 5114-8-3082. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 97-04. SIC code is 3826 and the size standard is 500 employees. Contractor to provide the following items: Item 1) 1 each Foss North America, Inc., Rapid Visco Analyzer, Model RVA-4, with 1 case/315 each of canisters and paddles. Salient characteristics: Computer controlled rotational viscometer, utilizing automatic test routines that include operator instructions, multi-step (ramped) shear and temperature profiles, and linked analysis functions. Heating and cooling capabilities from less than 5C to greater than 90C. Infinitely variable rotational speed from less than 100 rpm to greater than 1,000 rpm. Viscosity sensitivity from less that 100 cps to greater than 25,000 cps. Capable of testing less than 3 g of meal, flour, or starch in 20 minutes or less to peak viscosity. Testing volume less than 50 ml. Microsoft Windows compatible software. Items to be quoted as brand name or equal. Offerors of products other than the brand name must submit data to show that their products are the equal of the brand. Items are to be quoted FOB destination and delivery shall be made to USDA ARS Soft Wheat Quality Laboratory, 1680 Madison Avenue, Wooster, OH 44691, within 60 days of award.
