synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA Lewis Research
Center is procuring three (3) microwave power modules in accordance
with the Statement of Work that follows: Statement of Work for three
(3) Microwave Power Modules 1.0 Scope of Work The Contractor shall
furnish the necessary personnel, facilities, equipment, services and
materials to fabricate and deliver three (3) microwave power modules
(MPMs). 2.0 Tasks MPMs represent a significant advancement over current
state of the art traveling wave tube amplifiers for space applications.
The purpose of this contract is to procure three (3) MPMs to be used in
a life test to provide evaluation for potential space application. 2.1
MPMs The Contractor shall fabricate and deliver three (3) MPMs. The
operating frequency range must include 8 and 12 GHz and the output
power at these frequencies must be at least 100 Watts. The input power
must be a DC voltage less than 500 Volts. All the components must be
included in one package with a mass of less than 1.8 kg and the
technology must be adaptable to produce a package with a mass of less
than 550 grams. The MPMs must contain control circuitry for safe turnon
and operation of the devices. 2.2 Documentation The Contractor shall
provide graphs of power and gain vs. frequency for each device. Three
sets of operating instructions and schematics of any required external
control circuitry shall also be provided. 2.3 DELIVERY Total price
shall include delivery to NASA Lewis Research Center in Cleveland, Ohio
on or before September 15, 1998. The provisions and clauses in the RFQ
are those in effect through FAC 97-04. The SIC code and small business
size status for this procurement are 3825 and 500 employees
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. This is
an unrestricted procurement. Delivery to NASA Lewis Research Center is
required within approximately 105 days ARO (by September 15, 1998).
Delivery shall be FOB Destination. The DPAS rating for this procurement
is DO-C9. Quotations for the items(s) described above may be mailed or
faxed to the identified point of contact [or bid distribution office,
by the date/time specified and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

submitted in writing no later than 4:30 pm on May 19, 1998. Quotations
are due by May 28, 1998 at 4:30 PM to the address specified above.
Selection and award will be in accordance with FAR 52.212-2 with the
following evaluation factors: (i)Technical ability of the Offeror to
furnish the required items; include your technical approach
demonstrating that all the components are included in one package with
a mass of less than 1.8 kg and the technology is adaptable to produce
a package with a mass of less than 550 grams. Include plan to deliver
three (3) Microwave Power Modules on or before September 15,1998.
Technical acceptability will be determined by information submitted by
the quoter providing a description in sufficient detail to show that
the product quoted meets the Government's requirement and include
descriptive literature.(ii) price for 3 microwave power modules and
(iii) past performance: The Offeror shall provide information on no
more than (3) relevant past contracts with the Government or private
industry, listing contract number, contract value, agency name and
point of contact (including address, telephone and fax numbers, and
e-mail address, if available), what the contract was for, and status of
the contract (current, terminated (if so, why,)successfully completed).
Offerors with no previous Government contracts shall so state. Such
offerors will not be penalized for lack of Governmentcontracting
experience. Include a discussion of contracts for the same type of work
within the last 12 months. Technical and past performance, when
combined, are more important than price. Quoters must provide copies of
the provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
Internet Note "B". Prospective quoters shall notify this office of
their intent to submit a quotation. It is the quoter's responsibility
to monitor this site for the release of amendments (if any). Potential
