(202)874-5034 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subparts 12.6 and
13.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures set forth in FAR Subpart 13.6, Test Program for Certain
Commercial Items. This notice is being issued as Request for Quotation
(RFQ) Number CC-98-Q-0028 and incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-04, as if stated in full
text. The scope of work will be for the delivery of twenty-nine (29)
multimedia projectors. The machines shall have the following
characteristics: two (2) of the projectors must have a minimum
brightness/light output or 1000 ANSI lumens (CLIN 0001A). The remaining
twenty-seven (27) projectors(CLIN 0002A) must have a minimum
brightness/light output of 650 ANSI lumens, and weigh less than 20
pounds. Note: the OCC's preference is for the 650 ANSI lumen (minimum)
projectors to weigh less than 15 pounds, however all projects weighing
less than 20 pounds will be considered. All of the projectors must be
capable of projecting NTSC video images in Composite, S-Video, RGB
analog format and IBM compatible desktop and laptop computers with
standard VGA graphic cards. In addition all of the projectors must have
a minimum resolution of 800x600 pixels -- true SVGA(uncompressed);
built in stereo speakers (minimum 2 watt); S-Video/Video, Audio, and
RGB input terminals; audio and RGB output terminals; and remote control
(including Zoom lens feature). The OCC also anticipates the need to
purchase fifty-four (54) extra lamps/bulbs (CLIN 0002B) for the 650
ANSI lumen machines (i.e., two additional lamps/bulbs per projector);
as well as twenty-seven (27) hard-sided, padded travel cases (CLIN
0002C) with wheels and telescoping handle (preferably able to fit in an
airplane overhead luggage compartment)for the 650 ANSI lumen machine.
Note: at this time the OCC does not anticipate the need to purchase any
additional lamps/bulbs or travel cases for the 1000 ANSI lumen
machines. The Government intends to make a single award of a firm fixed
priced order to the responsible offeror whose quote provides the best
value to the Government. However, the Government reserves the right to
make separate awards based on the specified minimum ANSI lumens (i.e.,
1000 and 650); as well as separate awards for the additional
lamps/bulbs and travel cases, if ordered. The Contractor is required to
deliver the projectors, FOB destination, no later than July 1, 1998.
The two (2) 1000 ANSI lumen (minimum) projectors shall be delivered to
Comptroller of the Currency, Headquarters Office, 250 E Street, SW,
(MS 1-4), Washington, DC, 20219, Attn: Ellen Morris; whereas twelve
(12) of the 650 ANSI lumen (minimum) projectors (and their
corresponding additional lamps and travel cases, if ordered)
willshipped to OCC field offices located throughout Texas, Oklahoma,
Louisiana, and Arkansas; while fifteen (15) of the 650 ANSI lumen
(minimum) projectors (and their corresponding additional lamps and
travel cases, if ordered) shall be delivered to OCC field offices
located throughout North and South Dakota, Kansas, Nebraska, Missouri,
Minnesota, Illinois. Note: The specific delivery locations for the
projectors will be provided to the successful contractor(s). The FAR
provision at 52.212-1, Instructions to Offerors -- Commercial, applies
to this acquisition. The FAR provisions at 52.212-2, Evaluation --
Commercial Items is also applicable and includes the following addenda:
Paragraph (a) is hereby modified to identify the following evaluation
factors: 1) conformance with technical specifications; 2) the offeror's
proposed delivery schedule; and 3) the offeror's proposed commercial
warranty (must be a minimum of one (1) year). In determining which
proposal offers the greatest value or advantage to the Government,
overall technical merit will be considered significantly more important
than price or cost to the Government. In determining which of the
machine's offers the greatest technical merit, conformance to technical
specifications will be weighted higher than the proposed delivery
schedule and one year commercial warranty, which will be of equal
importance. Between substantially equal proposals, the proposed price
or cost will become the determining factor in selection for award.
Between proposals with different technical ratings, a determination
will be made as to whether the additional technical merit or benefits
reflected by a higher priced proposal warrants payment of the
additional price or cost. FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items, applies to this acquisition and includes the
following addenda: Paragraph (a) is hereby modified to identify the
constructive acceptance period of seven (7) calendar days after
delivery. FAR clause 52.212-5, Contract Terms and Conditions Required
To Implement Statutes Or Executive Orders -- Commercial Items, applies
to this acquisition and the following clauses cited in the clause are
applicable to this acquisition; 52.203-6, Restrictions on
Subcontractor Sales to the Government (Alternate I); 52.203-10, Price
of Fee Adjustment for Illegal or Improper Activity; 52.219-8,
Utilization of Small Business Concerns and Small Disadvantaged Business
Concerns; 52.219-14, Limitation on Subcontracting; 52.222-26, Equal
Opportunity; 52.222-35, Affirmative Action for Special Disabled and
Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped
Workers; and 52.222-37, Employment Reports on Special Disabled Veterans
and Veterans of the Vietnam Era. Offerors are encouraged to submit a
quote using the Standard Form 1449, Solicitation/Contract/Order for
Commercial Items, found at Internet URL:

quotes may be submitted on letterhead stationary and, at a minimum,
must provide: (1) the RFQ number; (2) the name, address, point of
contact and telephone number of the offeror; (3) terms of any express
warranty; (4) a statement confirming that delivery of all projectors
will be made on or before July 1, 1998; (5) price and discount terms
Note: due to the uncertainty regarding the OCC's purchase of the
additional lamps/bulbs (CLIN 0002B) and the travel cases (CLIN 0002C),
an offer will be considered responsive so long as prices are submitted
for CLINs 0001A and 0002A. Should an offeror decide not to bid on CLIN
0002B and/or CLIN 0002C, their quote should indicate an "N/A" for
these items; (6) "remit to" address, if different from mailing address;
(7) a statement specifying the extent of agreement with all terms,
conditions, and provisions included in the RFQ; (8) a completed copy of
the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items. (The Representations and
Certifications required by FAR 52.212-3 may be obtained via the

literature and description to allow the Government to evaluate
conformance with the technical specification. Offers that fail to
furnish required representations or information, or reject the terms
