70 -- BIOTECHNOLOGY DESIGN SIMULATOR (BDS) SYSTEM SOFTWARE/LICENSE/MAINTENANCE SOL F08650-98-T-6326 DUE 062498 POC Ms Linda Kelly, Contract Specialist (407) 494-9513/Mrs Thyra Hayes, Contracting Officer (407) 494-4292 Patrick AFB intends to acquire a commercial item on a sole source basis from manufacturer Life Sciences International, one (1) each Biotechnology Design Simulator (BDS) system. The BDS system consists of three separate software packages that are integral components to the implementation of the biodesign system. The three software packages consist of BDS, Gensym's G2 Expert System Server and Gensym's Telewindows which are integrated together to make the BDS system operational. The BDS system is configured for biotech and pharmaceutical processes providing representation and simulation of process operations using object oriented programming. The BDS system is a layered product utilizing the required Gensym's Expert Server System Engine to drive the simulation. The BDS system is installed on Microsoft Windows NT 4.0 network. The BDS license is for one (1) user, one (1) G2 Server Restricted Use License and three (3) Telewindows Client simultaneous user licenses. Annual software support is required for eachsoftware package. Specifications, plans, or drawings relating to the procurement described are not available and cannot be furnished by the Government due to proprietary information. Life Sciences International possesses unique knowledge and proprietary rights which cannot be obtained from any other source. The statutory authority for Other than Full and Open Competition is 10 USC 2034(c)(1), only one responsible source.
