THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED Synopsis/RFO FOR NASTRAN LICENSE SUPPLEMENTED WITH ADDITIONAL INFORMATION CONTAINED IN THIS NOTICE. Companies shall acknowledge all amendment(s) in their offer. This notice serves as the official amendment to the subject solicitation and a written amendment will not be issued. The purpose of this amendment is to (1) Clarify the submittal requirements for those offerors using the SF1449; and (2) Respond to Questions. (1) The WebSite address for the SF1449 (that appears in the May 8th NAIS posting) is a shared document accessed from many different postings. This SF1449 cannot be customized for a single acquisition. Consequently, the information that an Offeror might expect to see "filled in", does not appear on that electronic document. For the purposes of this acquisition, that SF1449 will be treated as a transmittal document. Notwithstanding the instructions that appear on the SF1449 itself, Offerors are expected to complete Blocks 5, 12, 17, 19, 20, 21, 22, 23, 24, & 30. The Government will use the information submitted to create a "final form" SF1449, for signature by the Offeror & the Contracting Officer, when the award decision is made. (2) QUESTIONS: (2)(A) Is it the Government's intent that a different SF1449 should be submitted, with the "Contract Information" segment of the announcement and other supporting documentation, for each of the Site, Seat, and/or Comprehensive license offers? ANSWER: YES. ONE UNIQUE AND STAND-ALONE OFFER FOR EVERY CATEGORY OF LICENSE BEING OFFERED. (2)(B) Does the Offeror's size status have any bearing on the selection criteria? ANSWER: NO. THIS IS NOT A SMALL-BUSINESS SET-ASIDE. THE DATA IS NEEDED FOR INTERNAL STATISTICAL PURPOSES ONLY. (2)(C) Is it the intent of NASA to require an adjustment to price based on the GAV, or is such adjustment of price optional on the part of NASA, or is the price adjustment optional on the part of the Offeror? ANSWER: NASA RETAINS THE RIGHT TO CHANGE ITS HARDWARE AT WILL. NASADESIRES TO ESTABLISH HOW THE PRICE OF THE NASTRAN LICENSE WILL BE AFFECTED IF NASA'S HARDWARE CHANGES. THE CONTRACTOR WILL NOT HAVE A UNILATERAL RIGHT TO ADJUST THE NASTRAN LICENSE PRICE; IF NASA DIRECTS THAT THE NASTRAN LICENSE BE INSTALLED ON A DIFFERENT HOST-COMPUTER AND THAT CHANGE AFFECTS THE GAV, NASA WILL EXERCISE NASA'S UNILATERAL RIGHT TO ADJUST THE NASTRAN LICENSE PRICE TO REFLECT THAT CHANGE, IN ACCORDANCE WITH THE TERMS OF THE CLAUSE. The due date for receipt of offers is UNCHANGED. Offers shall provide the information stated in the synopsis/RFO posted on the NASA Acquisition Internet Service (NAIS) on May 8, 1998 and published in the CBD on May 8, 1998. Documents related to this solicitation will be available over the Internet. These documents are in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
