NASA/LeRC plans to issue a Request for Quotation (RFQ) for additional software licenses (floating licenses for unix systems) to be added to an existing contract. Items required are: 3 seats of Matlab(numerical computation software with graphics and visualization, data analysis and statistics), 3 seats of Simulink (interactive simulation software for modeling and analyzing dynamic systems), 1 seat of image processing toolbox(library of digital image processing and analysis functions that can fully integrate with other applications), 1 seat of mu-analysis toolbox(library of routines to perform robust control design), 1 seat of neural net toolbox(library of routines to perform neural network design, implementation, and simulation). Software must be compatible with existing Matlab licenses. This procurement is being conducted under the Simplified Acquisition Procedures (SAP), acquiring a commercial item using FAR Part 12. NASA/LeRC intends to purchase the items from and to add them to an existing contract with The Mathworks Inc. The authority for other than full and open competition is 10USC 2304(c)(1) -- only on responsible source and no other supplies or services will satisfy agency requirements. Interested firms have 14 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 14 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
