Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 45 calendar days from the date of this synopsis. The U S Geological Survey is conducting on-going research on both past and future vegetation and climate changes in the western United States. The contractor will provide graphical displays of the output of these relationships. The USGS will require that modern climate be estimated for 200 localities in the western United States (based on a 25-km grid of modern North American climate and bioclimate variables). The contractor shall provide unique numerical analysis capabilities, software, visualization tools, and experience for the analysis and illustration of the relations among climatic variables and vegetation distributions for 1) the analysis of gridded vegetation and climate data using response surface methodology; 2) the estimation of past and future vegetation distributions from the output of numerical climate models; 3) the estimation of past climatic parameters from fossil plant assemblages; and 4) the scientific visualization of the climatic parameters that potentially control modern plant distributions. Data sets required include: a 25 km equal-area grid of modern North American climate data; a database of fossil packrat and fossil pollen data from the western United States, and organized output from late Quaternary and 2xCO2 experiments from NCAR and RegCM simulations. Based on information available at this time, and in accordance with 41 U.S.C. 253(c) (1), implemented by FAR 5.302-1, the Government considers the services specified as a sole source from University of Colorado, Boulder, CO and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement. An such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration.
