and Alcoholism intends to negotiate on a sole-source basis with Baylor
College of Medicine, Department of Family and Community Medicine. The
individual at Baylor College of Medicine who will be assigned as the
principal investigator for this project is Robert J. Volk, Ph.D. The
statutory authority to negotiate with Baylor College of Medicine is 41
U.S.C. 253 (c)(1) under FAR 6.302-1. The objectives of the proposed
contract are to (1) develop a general research design and protocol for
an alcohol screening study to be implemented in a primary care
population; (2) develop a research design for a feasibility study, to
be carried out in the target primary care setting prior to initiation
of the screen study; (3) investigate issues related to the selection
and identification of appropriate alcohol screens for particular types
of primary care settings and subgroups; and (4) prepare at least two
publishable manuscripts on issues and alternatives in the design and/or
interpretation of research on alcohol screening in primary care
settings. The proposed contractor through its principal investigator
(Dr. Volk) has extensive expertise on alcohol screening and in research
on clinical decision making which qualifies them to design, monitor,
and analyze data from a survey of health professionals on the clinical
utility of the difference screening instruments. Inquires must be made
