combined CBD/Synopsis originally published on April 24, 1998 for
Radioactive Waste Disposal. The following are questions and answers
regarding this action: 1. What are the isotopes of concern associated
with the material? Answer: Co-60, Cs-137, Ag-110m, Zn-65, Sb-124. 2.
Would disposal at Envirocare of Utah become an option if the wastes
were treated to their WAC? Answer: No. 3. Does NIST's waste transport
permit with South Carolina include burial at both the Chem Nuclear
facility at Barnwell, and the on-site disposal facility at DOE Savannah
River Site? Answer: The LLRW to be disposed of under this solicitation
is not authorized to be disposed of at any DOE facility. 4. Are any of
the waste streams considered RCRA Hazardous or Mixed Wastes? If so,
please provide profiles of the contaminants. Answer: No. 5. Provide a
rough curie content of each lot. Answer: This information is in chart
form. If you require this information, please request by fax to
(301)963-7732 and the information will be sent. 6. Will the 20 foot Sea
Container be used as a Strong Tight Container? Answer: Yes. 7. Will
NIST place the materials inside the container? Answer: Yes. 8. How many
entries would appear on the NRC 540 and 541 Forms, and how would the
contents be inventoried? Answer: The contractor shall provide a
qualified Shipping Agent on-site at NIST. NIST Health Physics shall
provide an inventory listing the contents of the shipping containers,
e.g.: "Sealand or Oil Bin Containers" to the Shipping Agent. The
Shipping Agent shall complete the NRC Forms and certify the shipment.
9. Will NIST follow the guidance of the contractor in the packaging and
preparation of the shipment? Answer: NIST shall prepare the shipment to
conform to the regulations. The Shipping Agent shall be on-site at NIST
to observe shipment preparation, and shall provide any direction
necessary for the certification of the shipment. 10. How will the
materials be packaged? Answer: Everything will be loaded inside the 20
foot Sea Land Container except the liquids. The Aqueous Liquids and
the Oil will be in their respective 55-gallon drums, which will then be
overpacked into the Oil Bin container. 11. Will the metals be wrapped
in plastic? Answer: No. 12. What are the dimensions of the metal?
Answer: The maximum of any single dimension will be approximately 6
feet. 13. Who will be responsible for securing the load inside the Sea
Land so that it will not move or shift during transit? Answer: The
contractor shall provide a Sea Land container that has installed anchor
points inside for the purpose of securing nets or other appropriate
devices, as delivered to NIST. NIST personnel shall secure the load
using the nets or other appropriate devices. The Shipping Agent shall
certify that the load is secure. 14. What is the purpose of the Oil Bin
container? Answer: The purpose is to secure the drums containing
liquids during transit. 15. Is there a concern that the Oil or Acqueous
liquids would leak in transit? Answer: No. 16. Could the liquids be
shipped without overpacking? Answer: We require overpacking. 17. If
overpacking is required, could another be used? Answer: Yes, an
alternate type of overpack would be considered. An "Oil Bin" consists
of 85 gallon overpack drums inside a gasket-sealed steel box. Absorbent
socks are placed around the 85-gal. Overpack drums, within the steel
box. NIST would load four 55-gallon drums of liquid within the
85-gallon overpack drums, leaving the others empty. An alternate
arrangement that would be acceptable would be to place four loaded 85
gallon overpack drums within the Sea Land container, and to place
absorbent socks around the overpack drums within the Sea Land
container. There will be sufficient room within the Sea Land container
for this. The contractor would have to provide the overpack drums and
the absorbent socks, and shall specify this method and the cost to
NIST of providing it under "CLIN 0010 Oil Bin Rental". There is no
operational advantage to the alternate method. 18.Would NIST consider
other packagings for this shipment? Answer: Any packagings proposed
would have to be as strong and tight as a Sea Land container, with
sufficient volume, and equipped with interior devices for securing the
load. Contractor shall specify any alternate packaging and the cost to
NIST of providing it under "CLIN 0009 Sealand Container Rental". 19.
Should the contractor include Reps and Cert's normally found with other
Federal Contracts? Answer: the Representations and Certifications are
located on the Internet at
http://www.nist.gov/admin/od/contract/repcert.htm. The due date for
response to this notice is extended until 5/26/97 at 3:00 PM. All other
