The Department of the Interior, National Park Service, Harpers Ferry Center, located in Harpers Ferry, West Virginia, and Denver, Colorado, provides audiovisual planning and production services to approximately 370 units of the National Park Service and the entire Department of the Interior's eight other Bureaus. This includes a wide assortment of natural, historical and cultural areas throughout the United States and its territories. Proposals are being solicited for audiovisual products and services to support both these NPS and other Department of the Interior audiovisual requirements. Requirements may include, but will not, necessarily, be limited to, the development of a variety of audiovisual products such as videotape, film, CD-Rom, interactive programs, audioscapes, training videos, PSAs, video news releases, TV and radio spots, captioning services, and conversion of slide to tape and duplication services. Projects will vary in size and scope and will include complete audiovisual productions, post-production services, multimedia planning and production, and miscellaneous audiovisual services such as research, scriptwriting, or cinematography. These contracts will be negotiated to provide either specific work elements in support of projects that are planned and produced in-house, or projects that encompass all audiovisual requirements. The Government anticipates multiple awards of Indefinite Quantity Fixed-Price contracts for these products and services as follows: (1) Complete Audiovisual Productions -- Range of 5 to 10 contracts; (2) Audiovisual Post-Production Services -- Range of 3 to 6 contracts; (3) Multimedia Planning and Production -- Range of 3 to 6 contracts; and (4) Audiovisual Services -- Range of 3 to 5 contracts. Each contract will be negotiated for one year with priced options for three additional years. Each contract will be awarded with a minimum guarantee of $5,000 and a maximum workload limit of up to $2,000,000, depending on the final number of contracts awarded. Work will be directed by the issuance of competitive Task Orders under the provisions of each contract. Each annual maximum workload ceiling will range between $500,000 to $2,000,000, depending on the capabilities of the firm and services offered. These multiple contract awards will be made during the period ranging from August 15, 1998 through September 30, 1998 -- All requests must be submitted in writing.
