issue an IFB for Services and Material for Modifications to the 16 Foot
Transonic Tunnel for Replacement of Catcher Screen, Building 1146. The
work to be performed includes, but is not limited to, the following:
Provide all hoisting, rigging, and staging required to perform the
work. All equipment and staging and material (where practicable) shall
be brought into the tunnel through a 4 feet by 4 feet hatch opening in
the bottom of the tunnel, located about 14 feet from the existing
hinged turning vanes. All material, such as flat screen panels which
can not be readily brought into the tunnel through the existing 4 feet
by 4 feet hatch, shall be brought in through an existing roll-up door
(approximately 11 feet wide by 15 feet high) at the grade level,
through an existing second floor hatch (approximately 11 feet wide by
25 feet long), and then lowered into the tunnel through the tunnel test
section hatch (approximately 21 feet wide by 50 feet long) and
transported through the tunnel to the site of the installation. The
Contractor may use the existing 15-ton overhead crane, located above
the tunnel at the second floor level, for raising and lowering the
screen panels into the tunnel. The Contractor shall remove the existing
wire fabric screen, existing attachment clips welded to the turning
vanes, existing abandoned 1 inch clips welded to the tunnel shell, and
tack welds, including abandoned tack welds, repair all turning vanes
and tunnel shell surfaces damaged during performance of work, and
provide new catcher screen. The order of magnitude for the procurement
is between $100,000 and $250,000 and the effort shall be completed
within 145 calendar days after notice to proceed. All site work shall
be completed during the 26 day facility shutdown period. Liquidated
damages in the amount of $1,638 a day shall be assessed for everyday
the onsite work is not complete after the 26 day shutdown period. This
procurement is a full and open competition and part of the Small
Business Competitiveness Demonstration Program. The SIC Code and small
business size standard for this procurement are 1799 and $7.0M,
respectively. The anticipated release date of the IFB is on or about
June 5, 1998 with an anticipated bid closing date on or about July 6,
1998. The firm date for receipt of bids or offers will be stated in the
IFB. Drawings and specifications will be available from the Bid
Distribution Office 757-864-2547. All QUALIFIED responsible sources may
submit a bid which shall be considered by the agency. An ombudsman has
been appointed - -- See Internet Note "B". The solicitation and any
documents related to this procurement [with the exception of the
specifications and drawings] will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or
PowerPoint 4.0) format and will reside on a World-Wide Web (WWW)
server, which may be accessed using a WWW browser application. The WWW

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site and/or the CBD for the
