NASA/GSFC plans to issue a Request for Quotation (RFQ5-89219-926) on a sole source basis for the contractor will be required to: (1) Update the current MICM database to include technology readiness levels by assigning technology readiness levels to the MICM database, as defined by the instrument risk score from the instrument risk database; (2) Analyze the updated database to include technology readiness levels as an independent variable and make final adjustments to the equation; and (3) Write a research not that documents the database, model, and methodology used to develop the updated MICM, Version 3. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to acquire these services from Cost, Inc., Columbia, Maryland, for the following reasons. Cost, Inc. has intimate knowledge of, and was involved in the production of previous versions of the MICM Database. There is no other company that would be able to provide these services within cost and schedule parameters. It is NASA/GSFC opinion that Cost, Inc. is uniquely qualified to perform this effort. The authority is 10 USC 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. See Note 22. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
